从全国政协十一届二次会议提案组获悉，截至3月2日17时，大会已收到委员提案296件。大会提案组办公室工作人员介绍，从目前收到的提案看，财贸金融、城乡建设、政治法律、医药卫生、人事福利、教育等方面是委员们关注的热点。此外，文化宣传、科学技术、农林等也受到委员们的关注。

　　政协委员们建议国家进一步完善社会保障体系，使所有的老人都可以从中得到保障。

　　The proposal, by the Central Committee of the China Democratic League, says that the country's economic development has been seriously affected by the financial crisis, which has in turn had a negative impact on the country's aging population.

　　该提案由民盟中央委员会提出，提案表示，国家经济发展深受经济危机影响，进而使我国的老龄人口也受到不利影响。

　　上面的报道中，proposal就是我们在每年的“两会”期间听得最多的那个词“提案”。Proposal是名词形式，其动词形式为propose(提议、建议)。开会时，我们可以make a proposal(提出建议)，withdraw a proposal(撤回提案)，甚至通过某种程序来veto a proposal(否决提案)。

　　Proposal和propose还有“求婚”的意思，比如：Tom made a proposal/proposed to Mary yesterday, but he was declined unfortunately. (汤姆昨天向玛丽求婚，但是不幸被拒绝了。)
