Message for International Day of MineAwareness and Assistance in Mine Action

It is often said that women hold up half the sky. Thisyear on the International Day of Mine Awareness and Assistance, we focus on the important role of womenin safeguarding the earth.

人们常说，妇女能顶半边天。在今年的国际提高地雷意识和协助地雷行动日，我们的重点是妇女在保护地球方面的重要作用。

Women worldwide are vital to our drive to clear landmines and protect against theirindiscriminate effects, teaching people how to live safely in contaminated areas, assistingvictims, clearing landmines and disposing of explosive ordnance.

全世界妇女在我们这项努力中具有至关重要的作用，其内容包括清除地雷和防止其滥杀滥伤作用，教育人民如何在受污染地区安全生活，援助受害者，清除地雷，以及处置爆炸物。

Women and girls are disproportionately affected by landmines. They have different needs whenit comes to education about risks. And they may face greater challenges when a family memberis killed or injured. That is why the United Nations endeavours to listen to the views of womenin our mine action work, incorporate their ideas and empower them to contribute even moreto our global campaign.

妇女和女孩遭受地雷影响的程度异常之大。在风险教育方面，她们有着不同的需求。当家庭成员被地雷炸死炸伤时，她们面临的挑战可能更大。这就是为什么联合国在地雷行动相关工作中要努力听取妇女的意见，采纳她们的想法，并增强她们为这项全球运动作出贡献的能力。

Women can drive progress towards the central goals of mine action, which aims to increasesecurity, rebuild communities, reclaim land and end the looming fear caused by explosiveremnants of war. Women can also amplify the benefits of this work as children return toschool, economic activity revives and lives and livelihoods are saved through mine action work.

妇女能推动地雷行动各核心目标的进展。这些目标包括：加强安全，重建社区，恢复土地的使用，以及消除战争遗留爆炸物所造成的恐惧。妇女的努力还能增大地雷行动相关工作的效益，包括使儿童返回学校，使经济活动复苏，以及挽救生命和生计。

I call for greater measures to involve more women at higher levels in mine action. Governmentsshould do more to address gender in their mine action programmes and through theirimplementation of the Anti-personnel Mine Ban Convention.

我呼吁采取更多措施使更多妇女在更高级别参与排雷行动。各国政府在实施排雷行动方案和执行《禁止杀伤人员地雷公约》过程中，应加大解决性别平等问题的力度。

Fifteen years after it entered into force, I am encouraged that 161 States are now bound bythis Convention and I call on all others to follow suit. In this effort, we can take inspirationfrom the rapid pace of new States that are joining the Convention on Cluster Munitions, theConvention on Certain Conventional Weapons and other international instruments aimed at theelimination of threats caused by explosive remnants of war.

令我感到鼓舞的是，在《公约》生效15年后，目前已有161个国家成为缔约国。我呼吁所有其他国家也成为缔约国。一些国家快速加入《集束弹药公约》、《某些常规武器公约》和旨在消除战争遗留爆炸物所造成威胁的其他国际文书，为我们的上述努力作出了榜样。

The United Nations has a proud record of helping millions of people in mine-affected countries.On this International Day, let us resolve to mobilize the resources, partners and resolve weneed to further advance our vision of a planet free from mines.

联合国为受地雷影响国家数以百万计的人提供帮助，创造了令人自豪的记录。值此国际日，让我们坚决调动必要的资源，动员必要的合作伙伴，下定必要的决心，进一步朝着在全世界消除地雷这个愿景前进。
