二、双方一致认为，中英全面战略伙伴关系已成为两国各自外交政策中不可或缺的内容。作为全面战略伙伴，中英均视对方发展为机遇。双方一致同意加强两国高层互访，推动各领域互利合作，引领两国关系发展。双方高度评价两国总理年度会晤、经济财金对话、高级别人文交流机制和战略对话等高层交往机制的重要作用，愿不断丰富其形式和内容。双方同意第六次中英经济财金对话于今年9月中旬在英国举行。

III. Both sides agreed that reform and innovation are of high significance to the economic andsocial development of a country. The UK side takes note of decisions taken during the 3rdPlenum of the 18th CPC Central Committee in November 2013 regarding comprehensivelydeepening reform, supports China’s efforts in deepening economic structural reform to havethe market play a decisive role in resource allocation and promote sustained, sound economicand social development. Both sides will designate relevant think tanks in co-hosting the China-UK Reform and Innovation Forum.

三、双方一致认为，改革和创新对于国家经济和社会发展具有重要意义。英国注意到2013年11月中国共产党第十八届中央委员会第三次全体会议通过的全面深化改革决定，支持中国为实现市场在资源配置中起决定性作用和推动经济社会持续健康发展，深化经济体制改革。双方愿指定相关智库合作举办中英改革和创新论坛。

IV. Both sides are committed to an open global economy, trade liberalisation and stand readyto expand economic and trade cooperation and promote development in each other’smarkets. They renewed their commitment to the joint target of $100 billion by 2015.

四、双方致力于全球经济开放和贸易自由化，加强中英经贸关系，加强开拓彼此市场。双方重申继续致力于实现2015年双边贸易额达到1000亿美元的目标。

V. Both sides stressed the importance of mutual investment in promoting respective long-termeconomic growth and employment and spoke highly of the MOU on Strengthening BilateralInvestment Cooperation signed by China’s National Development and Reform Commission andthe UK’s Department of Business, Innovation and Skills. The MOU on Establishment of aWorking Group on Investment Promotion under the Framework of China-UK Joint Commissionsigned by China’s Ministry of Commerce and the UK’s Department of Business, Innovation andSkills aims at promoting mutual investment, providing a favorable external environment forbusiness investment from the other party and maintaining policy continuity to protect theinterests of foreign investors. The Chinese side encourages and supports capable Chinesecompanies to invest in the UK, which will in turn support the expansion of Chinese companiesin other advanced markets and the UK side recognises Chinese companies’ increasinginvestment in the UK in recent years, andwelcomes their continuous investment ininfrastructure sectors such as transportation and energy, particularly nuclear, high-speed rail,offshore wind power and photovoltaic projects.

五、双方强调相互投资对促进各自经济增长和就业的重要性，高度评价中国国家发展和改革委员会与英国商业、创新和技能部签署的《关于加强双边投资合作的谅解备忘录》。中国商务部和英国商业、创新和技能部签署《关于在中英经贸联委会框架下成立投资促进工作组的谅解备忘录》，旨在促进双向投资，积极为双向投资提供良好的外部环境，保持政策连续性，切实保护外国投资者利益。中国鼓励和支持有实力的中国企业到英国投资，这也有利于中国公司开拓其他发达国家市场。英国对中国企业近年来加大赴英投资力度表示肯定，欢迎中国企业继续投资英交通、能源等基础设施领域，尤其是核电、高铁、海上风电和光伏项目。

VI. Both sides recognised the complementary skills and expertise of both countries indelivering affordable, efficient and sustainable infrastructure, and welcomed progress inworking together. Both sides agreed to establish a strategic partnership on infrastructure andcommitted to working together to support further collaboration between UK and Chinesecompanies, on more projects.

六、双方均认识到两国在建立经济、高效、可持续的基础设施领域的技术和专长，同意建立基础设施领域的战略伙伴关系，并支持两国合作开展更多的项目合作。

VII. Both governments agreed that energy collaboration was a key pillar of the bilateralrelationship. This collaboration supports the clean and low carbon energy transition and isconducive to affordable and secure energy supplies for the future. In this regard, both sideswelcomed the cooperation on civil nuclear energy and signing of a joint statement on civilnuclear power. Both sides welcomed Chinese and UK companies’ participation in civil energyprojects in each other’s country. The UK welcomed Chinese investment and progressiveparticipation in the construction of new build nuclear energy projects in the UK, and wasopen to Chinese companies leading the development of other nuclear power station site(s) inthe UK and the potential deployment of Chinese reactor technology in the UK, subject to meeting the stringent requirements of the UK’s independent regulators. Both countriesrecognised that companies entering into the UK through partnership would be in the bestposition later to maximise the growing opportunities that will be on offer in the UK nuclearmarket. Both sides stand ready to work together to ensure the success of Hinkley Point as soon as possible. Both sides welcomed the signing of an agreement to collaborate further in thefield of nuclear fuel supply-chain and agreed to work together to strengthen cooperation inareas including waste treatment and decommissioning.

七、双方一致认为能源合作是双方合作的重要支柱。该合作支持清洁和低碳能源转型，有利于未来获得安全和价格实惠的能源供应。双方均欢迎在民用核电领域开展合作，双方签署并发表了民用核能合作联合声明。双方欢迎对方企业参与本国的民用核电建设。英方欢迎中方积极投资参与建设英国新核电项目，对中国公司在符合英国独立监管机构严格标准的条件下，有望在英国主导开发核电站及使用中国反应堆技术持开放态度。双方认为通过建立伙伴关系的方式在英投资能最大限度地利用英国核能市场发展机遇。双方愿共同努力，确保英国欣克利角核电项目尽快取得成功。双方欢迎签署关于加强核工业燃料循环产业链合作的谅解备忘录，愿就核废物处理、核电站退役等加强合作。

VIII. Both sides agreed to promote substantive co-operation between the UK and China onrail (including high-speed rail), in areas including design, engineering, construction, supplyoperation and maintenance, on projects in China and the UK. To this end both sides welcomedthe MOU on Collaboration in the Field of Rail Transportation.

八、双方同意促进在彼此市场关于轨道交通（包括高铁）设计咨询、工程建设、装备供应和设施维护等领域的实质性合作。双方欢迎交通领域合作谅解备忘录的签署。

IX. Both sides will strengthen concrete cooperation in offshore wind power technology,installation standards and financing mechanisms and jointly consider establishing a trainingcenter for offshore wind power technologies according to the MOU between China and the UKon Offshore Wind Power Cooperation.

九、双方将按照《中英海上风电合作谅解备忘录》的精神，加强在海上风电技术、施工标准、金融支持等方面的务实合作，共同组建海上风电技术培训中心。

X. Both sides welcome a greater role of RMB in international trade and investment and theestablishment of an RMB clearing bank in London. The UK regulatory authorities have agreedto consider applications from Chinese banks to set up branches for wholesale business in theUK; the UK also encourages Chinese companies to issue RMB-denominated bonds at theLondon Stock Exchange. Both sides welcome the strong growth of London’s RMB markets,making London one of the most active RMB centres in the world, and stand ready to worktogether to strengthen it. Both sides welcome direct transaction between RMB and PoundSterling in their respective foreign exchange markets.

十、双方欢迎人民币在国际贸易和投资体系中发挥更大作用以及在英设立人民币业务清算银行。英方监管机构欢迎中资银行在英开设从事批发业务的分行和中资机构在伦敦证券交易所发行人民币计价产品。双方欢迎伦敦人民币市场的强劲发展，使伦敦成为全球最活跃的人民币市场之一，并将共同努力加强人民币市场。双方欢迎在两国外汇市场开展人民币对英镑直接交易。

XI. Both sides agreed to continue and deepen the already outstanding cooperation betweenthe UK and China in promoting free trade, strengthen cooperation on the China (Shanghai)Free Trade Zone, and to encourage two-way trade and investment.

十一、双方同意继续和深化两国在促进自由贸易方面业已存在的良好合作，加强上海自贸区合作，鼓励双向贸易与投资。

XII. Both sides welcomed their strong cooperation on people-centred and holistic urbanisation.In particular, both sides agreed to increase policy exchange and technological collaborationon low carbon urban planning, air and water pollution control, and healthcare developmentand reforms. Both sides welcomed the signing of the MOU on Strengthening Cooperation onGreen and Low Carbon Urbanisation.

十二、双方欢迎在全面、以人为核心的城镇化方面的密切合作，同意加强在低碳城市规划、空气和水污染治理、医疗发展和改革方面的政策交流和技术合作。双方对《关于加强绿色低碳城镇化合作的谅解备忘录》的签署表示欢迎。

XIII. Both sides agreed to step up cooperation in aerospace and maritime development.
