This year's International Day of the World'sIndigenous Peoples comes at a critical moment asthe world endeavours to meet the MillenniumDevelopment Goals, forge a new vision forsustainable development and prepare thegroundwork for the adoption of a new legal climateagreement – all by 2015.
今年世界土著人民国际日来临之际，恰逢这样一个关键时刻，世界正在努力实现千年发展目标，建立一个新的可持续发展愿景，为通过一项新的气候法律协定奠定基础——所有这一切必须在2015年完成。
Indigenous peoples have a central interest in these objectives – and can act as powerful agentsof progress. In order for them to contribute to our common future, we must secure theirrights.
土著人民在这各项目标中有着核心利益——并且可以成为取得进展的有力推动者。为了让他们为我们共同的未来作出贡献，我们必须确保他们的权利。
The UN Declaration on the Rights of Indigenous Peoples establishes minimum standards fortheir survival, dignity, well-being and rights. But huge gaps remain between those ideals andthe circumstances facing most of the world's indigenous peoples.
《联合国土著人民权利宣言》规定了他们的生存、尊严、福祉和权利的最低标准。但这些理想与世界上大多数土著人民面临的情况之间仍然存在着巨大的差距。
While a number of countries have constitutional and legislative frameworks that recognizeindigenous peoples, many others do not, leaving their lives and lands exposed to threats.Historical injustices have all too often resulted in exclusion and poverty. Power structureshave and continue to create obstacles to indigenous peoples' right to self-determination.They are among those who tend to face comparatively higher barriers to progress. Thenegative effects reverberate beyond indigenous communities, affecting societies as a whole.
虽然一些国家有承认土著人民的宪法和立法框架，但许多其他国家却没有，使得他们的生活和土地受到威胁。历史上的不公正往往导致排斥和贫穷。权力结构一直并继续阻碍土著人民的自决权利。他们属于在获得进步方面往往要面临更多障碍的群体。这些负面作用的影响超越了各个土著社区，影响到整个社会。
The interests of the indigenous peoples must be part of the new development agenda inorder for it to succeed.

As we prepare for the World Conference on Indigenous Peoples in September, I urge allMember States to work in full partnership with indigenous peoples and their representatives toimprove their lives and opportunities.
正当我们在筹备9月的土著人民问题世界会议的时候，我敦促所有会员国与土著人民及其代表充分合作，改善他们的生活和机会。
Together, let us recognize and celebrate the valuable and distinctive identities ofindigenous peoples around the world. Let us work even harder to empower them andsupport their aspirations.
让我们共同努力，承认和庆祝世界各地土著人民宝贵和独特的特性。让我们加倍努力，增强他们的能力，支持他们的愿望。
On this International Day for the World's Indigenous Peoples, I call on all partners to join theUnited Nations in promoting and protecting their rights which are essential for our commonfuture.
值此世界土著人民国际日之际，我吁请所有合作伙伴与联合国一起，促进和保护对于我们共同的未来至关重要的土著人民的权利。
