王毅外长在联合国维和行动问题高级别会议上的发言(中英对照)

主席先生：

Since 1948, the Blue Helmet has become a symbolof the United Nations that brings peace to conflictzones and hope to local people.

从1948年至今，蓝盔已经成为联合国的标志，为冲突地区带来和平，让当地人民看到希望。

Today, much has changed regarding thecircumstances and mission of peacekeepingoperations, which calls for constant improvementand innovation in peacekeeping in line with thechanging times. China supports Secretary-General Ban’s proposal for a review of peacekeepingoperations. We believe this should be made a priority for the 69th session of the GeneralAssembly, and we hope that positive progress could be made by the 70th anniversary of theUnited Nations next year. Here, I want to share with you the following four observations:

当前，维和行动面临的形势和任务已发生重大变化，需要与时俱进，不断发展创新。中国支持潘基文秘书长对维和行动进行评审的倡议。这应成为本届联大的核心工作之一，并在明年联合国成立70周年之际取得积极进展。我谈四点看法：

First, we need to improve operation mandate. When planning peacekeeping missions, theSecurity Council needs to set realistic and feasible goals with clearly defined priority tasks.Peacekeeping operations should be conducted in line with the situation on the ground ratherthan being a one-size-fits-all prescription, or being too broad or even all-inclusive.

第一，改进维和行动授权。安理会部署维和行动时，要制定现实可行的目标，明确优先任务。维和行动要符合实际，量身打造，避免一刀切，防止贪大求全。

There should be timely assessment of how a mandate is implemented and correspondingadjustments should be made in light of changing circumstances. There should be an exitstrategy, which ensures smooth transition to peacebuilding. There should also be in-depthdiscussion on issues such as effective protection of civilians and robust mandate to buildconsensus.

要及时评估维和行动的授权落实情况，根据形势变化进行相应调整，要制定撤出战略并同建设和平相衔接。要深入讨论如何有效保护平民、开展强势维和等问题并就此形成共识。

Second, we need to make peacekeeping operations more effective. For people in conflictzones, time means life. It is of critical importance to enhance the rapid deployment capabilityof peacekeeping missions.

第二，提高维和行动效率。对冲突地区的人民来说，时间就是生命。提高维和行动快速部署能力至关重要。

To this end, the Security Council, the Secretariat, the host country and troop contributingcountries should have closer communication and coordination to improve the procedure ofestablishing a peacekeeping mission. The Global Field Support Strategy will come under a five-year review next year. The United Nations should seize this opportunity to improve the fieldsupport system.

为此，安理会、联合国秘书处、当事国、出兵国宜加强沟通协调，改进维和特派团组建流程。明年将进行全球后勤支助战略五年期评审。联合国应以此为契机，完善后勤保障体系。

Management over peacekeeping operations should be strengthened by rolling out practicesthat have been proven successful to raise the cost-effectiveness of peacekeeping resources andavoid duplication and waste.

要加强对维和行动的管理，推广迄今已被实践证明的成功作法，提高资源利用效率和效力，避免不必要的重复和浪费。

Third, we need to enhance capacity building of peacekeeping operations. China calls on morecountries with the proper capabilities and conditions to contribute troops and equipment topeacekeeping operations in order to address the serious shortage of peacekeeping resources.

第三，加强维和行动能力建设。中国呼吁更多具备相应能力和条件的国家向维和行动提供兵源、装备，解决维和资源严重短缺问题。

The United Nations needs to develop unified standards for the organization, training andsupervision of peacekeepers, and step up training of peacekeepers at all levels to prepare themfor various regional conflicts.

联合国应该制定统一的维和人员组织、培训和监管标准，加强各级维和人员培训，以经受不同地区冲突的考验。

Peacekeeping operations need to be supported with new technologies, equipment and means.Legal issues that may arise therefrom should be fully studied. The UN Charter must beobserved and the sovereignty and will of host countries must be fully respected.

维和行动需要引进新技术、新设备、新手段。所涉及的法律问题需要全面深入研究，要遵循联合国宪章，充分尊重当事国主权和意愿。

Fourth, we need to work closely with regional organizations. Peacekeeping cooperationbetween the United Nations and regional and sub-regional organizations is producing goodresults. We welcome the progress and view it as an important development of the internationalcollective security mechanism.

第四，密切与区域组织的合作。联合国与区域和次区域组织在维和领域合作正不断取得积极成果，我们表示欢迎。这是国际集体安全机制的重要发展。

The Secretariat needs to enhance coordination and collaboration with the African Union andother regional organizations so that peacekeeping missions will adapt well to different regionalsituations.

联合国秘书处要加强同非盟等区域组织的协调与配合，让维和行动扎根于地区土壤。

Mr. Chair,

主席先生，

China firmly supports UN peacekeeping operations and has always taken an active part in them.

中国是联合国维和行动的坚定支持者和积极参与者。

China, a developing country as it is, is now the sixth largest contributor of UN peacekeepingfunding among all member states, and the largest among developing countries. China is alsothe largest contributor of peacekeepers among the five permanent members of the SecurityCouncil. It has sent over 25,000 peacekeepers to UN peacekeeping missions. SeventeenChinese soldiers and policemen have given their lives to the mission. As we speak, more than2,100 Chinese peacekeepers are on their posts safeguarding peace in conflict zones.

作为一个发展中国家，中国承担的维和摊款比额在所有会员国中已位居第六位，在发展中国家中位居第一。中国也是安理会五常中派遣维和人员最多的国家。到目前为止，共向联合国维和行动派出两万五千多人次维和人员，17名中国维和军人和警察献出了宝贵生命。此时此刻，2100多名中国维和人员正在冲突地区为和平而值守。

In the future, China will give continued, strong support to UN peacekeeping operations and willeven expand its involvement.

今后，中国将继续坚定支持并扩大参与联合国维和行动。

China will send a 700-strong infantry battalion to the UN Mission in South Sudan (UNMISS).This will be the first Chinese infantry battalion to participate in a peacekeeping mission.

中国即将向联合国驻南苏丹特派团增派700人的维和步兵营。这是中国首次派出步兵营参加维和行动。

China is considering sending helicopters to the UN Peacekeeping Operation. This would be thefirst-ever involvement of Chinese airmen in a peacekeeping mission.

中国正积极考虑向联合国维和行动派遣直升机。这将是中国航空兵首次参加维和行动。

China is ready to send more civilian policemen, including forensic experts and criminaldetectives, to peacekeeping operations.

中国愿派出更多维和民警，包括法医、刑侦等警务专家参加维和行动。

China will continue to support, to the extent of its ability, efforts to strengthen peacekeepingcapacity building of African countries, including the establishment of African Capacity forImmediate Response to Crises (ACIRC).

中国将继续为加强非洲国家维和能力建设，包括建设非盟维和快速反应部队继续提供力所能及的支持。

China now operates a Peacekeeping Center of the Ministry of National Defense and a ChinaPeacekeeping Police Training Center (CPPTC). China looks forward to hosting more trainingactivities in these two centers.

Peacekeeping is the unchanged commitment of China and the mission that China keeps fightingfor. China’s development leads to further growth of the force for peace. A prosperous andstrong China will make more active and important contribution to world peace. We could wellforesee that more and more Chinese troops will put on the sacred Blue Helmet and dischargetheir mission to bring the hope of peace to places in the world where it is wanted and needed.

维护和平，是中国恒久不变的承诺，也是中国奋斗不止的使命。中国的发展是和平力量的增长，一个日益繁荣、强大的中国将为世界和平作出更加积极和重要贡献。我们完全可以预见，将来会有越来越多的中国人头顶神圣的蓝盔，把和平的光芒带到世界上渴望和平、需要和平的地方。
