At a time when the world is beset by conflict andcrisis, it is easy to forget that, day in and day out,the international shipping industry works quietly andefficiently to keep the wheels of global trade inmotion and ensure the timely delivery of the goodsand commodities on which we all rely.
当今世界充满冲突和危机,国际航运业却容易被人遗忘。国际航运每天都在悄无声息地高效运转,维持世界贸易的日常运营,确保我们需要的货物和商品及时运达。
For more than 50 years, international conventionsdeveloped by the International Maritime Organizationhave made global shipping progressively safer, more secure and more environment-friendly.There are more than 50 in all. Collectively, they are aimed at strengthening maritime safety andsecurity, protecting the marine environment, mitigating the negative effects of accidents orestablishing regulations covering liability and compensation for damage.
五十多年来,国际海事组织制定了多项国际公约,使全球航运的安全和保障不断加强,环境友好程度逐步提高。这50多项公约旨在加强海运安全和保障,保护海运环境,减少事故的不良影响,并为货运损失建立责任和赔偿法规。
The real value of those conventions can be fully realized only if they are properly implemented.This entails early entry into force, broad participation, effective policies and programmes,stringent oversight and vigorous enforcement. Shipping States, coastal States and theshipping industry itself all have a part to play.
要充分实现这些公约的真正价值,我们必须加以切实执行。这方面的工作包括尽早生效、普遍加入、有效的政策和方案、严格监督和严厉执法。航运国、沿海国和航运业将在其中发挥各自的作用。
On World Maritime Day, let us recall the often unheralded but always vital contribution byinternational shipping to peoples and communities all over the world. I urge all concerned tostrengthen their efforts to achieve the full and effective implementation of all IMOconventions.
值此世界海事日,我们不应忘记国际航运对全世界人民和社区作出的默默无闻而又十分重要的贡献。我敦促有关各方继续努力,使海事组织的各项公约得到全面切实的执行。
