习近平主席在亚太经合组织第二十二次领导人非正式会议上的闭幕辞(中英对照)

Dear Colleagues,

各位同事：

Today, we have had thorough and fruitfuldiscussions on the meeting’s theme and three majortopics and exchanged views on the vision of Asia-Pacific development and the future direction of APECcooperation. As a result, we have reachedextensive and important consensus. Now I wish tomake a brief summary of our discussions.

我们用了一天时间，围绕会议主题和三大议题进行了热烈而富有成果的讨论，就亚太发展愿景和亚太经合组织合作方向等问题深入交换看法，达成许多重要共识。下面，我来进行简要总结。

– We have reviewed the achievements and valuable experience of the APEC in its history of 25years and discussed the vision and direction for the long-term development of the Asia-Pacific.We resolve to build on past success to move ahead. We agree to, in the spirit of mutual trust,inclusiveness, cooperation and mutual benefit, shape the future through Asia-Pacificpartnership and build an open economy in the Asia-Pacific featuring innovative development,interconnected growth and shared interest in a dedicated effort to fulfill the dream of an Asia-Pacific that delivers growth, prosperity and progress to all.

——我们回顾了亚太经合组织过去25年的历史成就和宝贵经验，展望了亚太长远发展愿景和方向。我们决心承前启后，继往开来，发扬互信、包容、合作、共赢的精神，共建面向未来的亚太伙伴关系，打造发展创新、增长联动、利益融合的开放型亚太经济格局，为实现共同发展、繁荣、进步的亚太梦想而不懈努力。

– We are determined to strengthen Asia-Pacific partnership and jointly shape futuredevelopment, tackle global challenges, build cooperation platforms and pursueinterconnected growth. We have adopted two outcome documents: the Beijing Agenda for anIntegrated, Innovative and Interconnected Asia-Pacific – the 22nd APEC Economic Leaders’Declaration and Shaping the Future through Asia-Pacific Partnership – Statement on the 25thAnniversary of APEC. The two documents lay out the direction, targets and measures for Asia-Pacific economic cooperation.

——我们决心大力加强亚太伙伴关系，共同规划发展愿景，共同应对全球性挑战，共同打造合作平台，共同谋求联动发展。我们通过了《北京纲领：构建融合、创新、互联的亚太——亚太经合组织领导人宣言》和《共建面向未来的亚太伙伴关系——亚太经合组织成立25周年声明》这两份成果文件，进一步明确了亚太地区经济合作的发展方向、目标、举措。

– We emphasize the importance of regional economic integration as the driving force forensuring sustained and dynamic growth in the Asia-Pacific region. The APEC should continueto play a leading and coordinating role, help create a new vision for the Asia-Pacific economicintegration and work for a regional economic cooperation environment that is open,inclusive, balanced and beneficial for all. We have decided to start and advance the process ofthe Free Trade Area of the Asia-Pacific (FTAAP) and approved the Roadmap for APEC’sContribution to the Realization of an FTAAP. This is a substantive move we have made towardsthe FTAAP. It marks the official launch of the FTAAP process and demonstrates the confidenceof APEC members in promoting regional economic integration and their commitment. It willtake regional economic integration to a new level, deliver gains to all economies on both sidesof the Pacific and inject new impetus to the economic growth of the Asia-Pacific and commondevelopment of APEC members.

——我们强调区域经济一体化是亚太地区长期保持强劲增长的动力源。亚太经合组织应该继续发挥引领和协调作用，为亚太经济一体化谋划新愿景，共同打造开放、包容、均衡、普惠的区域经济合作架构。我们决定启动和推进亚太自由贸易区进程，批准《亚太经合组织推动实现亚太自由贸易区路线图》。这是我们朝着实现亚太自由贸易区方向迈出的实质性一步，标志着亚太自由贸易区进程的正式启动，体现了亚太经合组织成员推进区域经济一体化的信心和决心。这一成果将把区域经济一体化水平提升到新的高度，也将使太平洋两岸的经济体广泛受益，为亚太经济增长和各成员共同发展注入新的活力。

– We have also approved important cooperation initiatives on global value chains, supplychains and capacity building, thus sending a strong message of support for multilateral tradingsystem and the early conclusion of the Doha Round negotiations.

——我们还批准了全球价值链、供应链、能力建设等领域的重要合作倡议，发出了支持多边贸易体制、推动多哈回合谈判早日结束的强有力呼声。

– We realize that with the global economy entering a period of profound, post-global financialcrisis readjustment, the Asia-Pacific region must seize the opportunity, meet challenges headon and speed up innovation and reform to create new driving force for the growth of theAsia-Pacific economy and make it more competitive. We have adopted the APEC Accord onInnovative Development, Economic Reform and Growth. We have decided to take economicreform, new economy, innovative growth, inclusive support and urbanization as five pillars,enhance policy coordination and dialogue, promote result-oriented cooperation, experiencesharing and capacity building and allow innovation, reform and growth to reinforce oneanother so as to further consolidate the Asia-Pacific’s position as the engine of the globaleconomy.

——我们认识到世界经济已进入后国际金融危机时期的深度调整阶段，亚太地区必须抓住机遇，直面挑战，加快创新和改革步伐，为亚太经济发展挖掘新的驱动力和竞争力。我们通过了《亚太经合组织经济创新发展、改革与增长共识》，决定以经济改革、新经济、创新增长、包容性支持、城镇化作为五大支柱，加强政策协调和对话，推进务实合作、经验分享、能力建设，实现创新、改革、增长三者之间良性循环，进一步巩固亚太的全球经济引擎地位。

– We are resolved to jointly explore development paths and models suited to each member’sconditions, step up exchanges and mutual learning, and identify new ways for the developmentof the Asia-Pacific so that members of this region will grow together by pursuing diversifieddevelopment paths. We have opened new horizon in cooperation areas. Major new topics suchas leaping over the middle income trap, the Internet economy and urbanization have beenadded to our agenda; in-depth discussions on them have produced important deliverables. Wehave carried out vigorous cooperation on anti-corruption in the Asia-Pacific, establishedAPEC’s Network of Anti-Corruption Authorities and Law Enforcement Agencies (ACT-NET) andreached important consensus on pursuing fugitives, recovering criminal proceeds andengaging in law enforcement cooperation. We applaud the good progress in cooperation inthe blue economy, green economy, sustainable energy, SMEs, health, forestry, mining, foodsecurity, tourism, women’s issuesand economic issues.

——我们决心共同探索适合自身实际的发展道路和发展模式，加强交流互鉴，丰富亚太发展新理念新思路，形成多元发展、齐头并进的局面。我们开拓了全新的合作领域，跨越“中等收入陷阱”、互联网经济、城镇化等重要新兴议题进入我们的视野，启发了深入讨论，产生了重要成果。我们大力推动亚太反腐败合作，建立亚太经合组织反腐败执法合作网络，就追逃追赃、开展执法合作等达成重要共识。我们赞赏在蓝色经济、绿色经济、可持续能源、中小企业、卫生、林业、矿业、粮食安全、旅游、妇女与经济等领域取得的积极成果。

– We fully share the view that enhanced comprehensive infrastructure development andconnectivity can generate new sources of growth and increase the competitiveness of theAsia-Pacific, which serves the shared interest and long-term development needs of all APECmember economies. We adopted the APEC Blueprint on Connectivity, which is a milestone inAPEC cooperation. We are determined to translate the vision of enhancing hardware,software and people-to-people connectivity into reality by 2025 and meet specific targets thatwe have jointly agreed upon. Guided by this blueprint, we will step up investment, build acomprehensive, all-round and multi-tiered Asia-Pacific connectivity network, and this will lay asolid foundation of connectivity for the long-term development of the Asia-Pacific.

——我们一致认为加强全方位基础设施和互联互通建设有助于开拓亚太经济增长新源泉，提升竞争力，符合各成员共同利益和长远发展需要。我们批准了《亚太经合组织互联互通蓝图》这一里程碑式文件，决心在2025年前实现加强硬件、软件和人员交流互联互通的远景目标，并完成共同确立的具体指标。我们将按照蓝图构想，加大投入，构建全方位、多层次的复合型亚太互联互通网络，为实现亚太长远发展夯实互联互通的基础。

– We have decided to expand result-oriented cooperation in infrastructure development andfinancing, promote the public-private partnership model and help our region removebottlenecks in financing connectivity projects. We highly appreciate the fundamental role ofthe flow of people in promoting connectivity and have decided to launch new initiatives such ascross-border education, business travel card and cross-border tourism, so as to benefitmore people on both sides of the Pacific.

——我们决定拓展基础设施投融资领域务实合作，推广公私合作伙伴关系模式，帮助本地区破解互联互通建设资金瓶颈。我们高度肯定人员流动对互联互通的基础性作用，决定实施跨境教育、商务旅行卡、跨境旅游等新倡议，让太平洋两岸更多普通民众从中受益。

– We have decided to jointly meet such global challenges as pandemic disease, terrorism,natural disaster and climate change. Facing the ravaging Ebola epidemic, APEC leaders areresolved to jointly help African countries effectively handle, prevent and control the spreadof the disease, and support the United Nations in leading and coordinating efforts to assistAfrica and fight the disease. We will support the people in affected countries overcomedifficulties until the final victory against Ebola is won.

——我们决定共同应对大规模流行性疾病、恐怖主义、自然灾害、气候变化等全球性挑战。面对当前肆虐的埃博拉疫情，亚太经合组织领导人决心携手合作，帮助非洲国家有效应对和防控疫情，支持联合国在援助非洲和抗击疫情中发挥领导和统筹作用，支援疫区人民共渡难关，直至取得最终胜利。

Dear Colleagues,

各位同事！

Before I officially close our meeting, I wish to take this opportunity to express my sincerethanks to you all for the trust you have placed in me and the Chinese government. I thank youfor your support, understanding and cooperation during the meeting and for your dedicationand contribution to the common development, prosperity and progress of the Asia-Pacific.

在我正式宣布会议结束之前，我想借此机会向各位同事表示诚挚谢意。感谢你们对我本人和中国政府的信任，感谢你们在会议期间给予中方的支持、理解、合作，感谢你们对亚太共同发展、繁荣、进步事业的辛勤努力和付出。

This meeting is not the end, but a new beginning. I am deeply convinced that our discussiontoday is of great significance. Later, when we look back at the history made here today at YanqiLake, we can say with pride that we did the right thing.

这次会议不是终点，而是新的起点。我深信，今天的讨论是很有意义的。当我们回顾雁栖湖会议这段历史时，可以自豪地说：我们做了应该做的事。

Good times are always too short; and we will soon say goodbye to each other. After themeeting, I will brief the press on the outcomes and our discussions of the meeting based on theconsensus we have reached. Some of you will stay in China for a couple more days. Others willleave soon. I hope you have enjoyed your stay in China, and wish you all a pleasant and safetrip.

相逢总是美好而又短暂的，很快又到了我们要说再见的时刻。会议结束后，我将参加记者招待会，根据我们会上达成的共识，向媒体简要介绍会议成果和讨论情况。有些同事还要在中国逗留几天，有些同事很快将离开中国。我希望这次中国之行能给大家留下美好的回忆，也愿借此机会祝大家旅途愉快，一路平安。
