Five Major Principles of Development

党的十八届五中全会是我们党在全面建成小康社会决胜阶段召开的一次重要会议，会议审议通过的“十三五”规划建议，明确了今后五年我国发展的指导思想、目标任务、重大举措，在发展理念、发展政策、发展体制上有一系列重大突破。习近平总书记在全会上发表重要讲话，科学回答了关系我国长远发展的许多重大理论和实践问题，以一系列富有创见的新思想新观点升华了我们党对经济社会发展规律的认识，为夺取全面建成小康社会决战胜利提供了有力思想武器。全会的成功召开，必将在中华民族发展的历史坐标中留下浓墨重彩的篇章。

 

The Fifth Plenary Session of the Eighteenth Central Committee of the Communist Party of China (held in October 2015) was an important meeting convened by the CPC in the decisive phase of our push to build a moderately prosperous society in all respects. Deliberated and adopted at the session, the Recommendations for the 13th Five-Year Plan for Economic and Social Development clearly lay out the guiding principles, objectives, tasks, and key measures for China’s development over the next five years, making a series of major breakthroughs with regard to China’s development principles, policies, and systems. During the plenary session, General Secretary Xi Jinping delivered an important speech in which he answered a number of major theoretical and practical questions pertaining to China’s long-term development. Embodying new and insightful ideas and viewpoints, Xi’s speech has enhanced the CPC’s appreciation of the laws governing economic and social development, providing us with a powerful theoretical tool that will help us to clinch victory in our push to establish a moderately prosperous society in all respects. The successful convening of the Fifth Plenary Session is sure to be remembered as an important event in the developmental history of the Chinese nation.

 

这次全会取得的成果很多，其中最突出的是鲜明提出创新、协调、绿色、开放、共享的发展理念。这五大发展理念是贯穿全会精神的灵魂和主线，“十三五”规划建议就是按照这条主线来谋篇布局的。学习贯彻全会精神，重要的是牢固树立五大发展理念，切实落实到各方面实践之中。

 

Of the many outcomes achieved at the session, the most prominent was the introduction of the principles of innovative, coordinated, green, open, and shared development. These five major principles of development were the soul and central theme of the Fifth Plenary Session, forming the backbone of the Recommendations for the 13th Five-Year Plan for Economic and Social Development. In implementing the guiding principles of the Fifth Plenary Session, it is therefore essential that we firmly uphold these principles of development and practice them in all our work.
