Nuclear disarmament is one of the founding principles of the United Nations. It was the objective of the first General Assembly resolution. Disarmament is in our DNA.
核裁军是联合国的创始原则之一,也是联合国大会第一个决议的目标。裁军已经融入我们的DNA。
I have been proud to advance the goal of a world free of nuclear weapons. In 2008, I launched a Five Point Proposal on Nuclear Disarmament to spur Member States to greater action. In the years since, I have done my utmost to convince States of the urgency of this task.
我始终推动实现无核世界的目标,并引以为豪。2008年,我提出了核裁军五点建议,以激励会员国采取更大的行动。这些年来,我努力说服各国认识到这一任务的紧迫性,并为此投入了全副身心。
As we scan the global horizon, we face growing nuclear dangers. Progress in multilateral nuclear disarmament has come to a standstill.

Tens of billions of dollars have been pledged to maintain and upgrade nuclear weapon systems.

Background(背景)
The General Assembly declared the International Day in December 2013, in resolution A/RES/68/32 as a follow-up to the high-level meeting of the General Assembly on nuclear disarmament held on 26 September 2013.
大会于2013年12月在第A/RES/68/32号决议上提出了该国际日,是2013年9月26日在联合国大会举行的核裁军问题高级别会议的后续行动。
The resolution, inter alia, calls for the "urgent commencement of negotiations in the Conference on Disarmament for the early conclusion of a comprehensive convention on nuclear weapons to prohibit their possession, development, production, acquisition, testing, stockpiling, transfer and use or threat of use, and to provide for their destruction."
该决议特别呼吁“在裁军谈判会议紧急开始谈判,以早日缔结一项关于核武器的全面公约,禁止拥有、发展、生产、获取、试验、储存、转让、使用或威胁使用核武器,并对销毁核武器作出规定。”
The resolution "declares 26 September as the International Day for the Total Elimination of Nuclear Weapons devoted to furthering this objective [the total elimination of nuclear weapons], including through enhancing public awareness and education about the threat posed to humanity by nuclear weapons and the necessity for their total elimination, in order to mobilize international efforts towards achieving the common goal of a weapon" and furthermore "decides to convene, no later than 2018, a United Nations high-level international conference on nuclear disarmament to review the progress made in this regard."
此项决议“宣布9月26日为彻底消除核武器国际日,专门致力于推进这一目标,包括通过在核武器对人类的威胁和彻底消除核武器的必要性方面提高公众认识和开展教育活动,动员国际努力,实现无核武器世界的共同目标。” 并且进一步“决定至迟于2018年召开一次核裁军问题联合国高级别国际会议,以审查这方面取得的进展。”
