  All people, living with and affected by HIV, including children, are entitled to the same rights as others.
  包括儿童在内的所有艾滋病病毒感染者和受艾滋病影响的人们,享有和其他人一样的权利。
  The United Nations is deeply concerned by reports of a child living with HIV in Xichong County, Sichuan Province, being discriminated against and stigmatized by health care providers and many others in his community.
  联合国系统十分关注四川省西充县感染艾滋病儿童的报道,该儿童受到了来自许多社区其他成员的歧视。
  Stigma and discrimination are our biggest enemies in the fight to end HIV. Stigma and discrimination – in all forms and in any circumstances – are unacceptable, and they must stop. There is no reason to exclude someone with HIV – adult or child – from normal life. But sadly, this week’s reports demonstrate that breaching confidentiality, ignorance and fear continue to have devastating consequences for those living with HIV.
  羞辱和歧视是我们在应对艾滋病战役中最大的敌人。所有形式和情境下的羞辱和歧视都是不可以接受的,并且必须要停止。没有理由从正常的生活中排斥艾滋病病毒感染者,无论成人还是儿童。但可悲的是,本周的报道显示,违反保密性原则、无知和恐惧还在继续给艾滋病病毒感染者带来灾难性的后果。
  Today, we have the tools to stop the epidemic. New HIV infections are declining globally. Better and simpler treatment, using one-pill once-a-day fixed-dose combinations are available – so that people with HIV can live long and normal lives.
  今天,我们有方法来阻止艾滋病疫情的蔓延。在全球,艾滋病新发感染正在下降。通过每日简单服用抗病毒药物,就可以延长艾滋病病毒感染者的寿命并过上正常生活。
  Children living with HIV, with access to lifelong antiretroviral treatment, support and care – can live normal lives, and grow up to become happy, healthy, and productive citizens.
  感染艾滋病病毒的儿童也可以通过治疗、支持和关爱,可以过正常的生活,并可成长为快乐、健康和有所作为的公民。
  The biggest barriers to this are stigma and discrimination, which fundamentally undermine progress towards ending the HIV epidemic: because they stop people living with HIV from getting tested for HIV, and accessing treatment including life-saving antiretroviral treatment. Discriminating against someone living with HIV is a fundamental breach of basic rights, as well as contravenes China’s national law as set out in the National AIDS Regulations.
  羞辱和歧视是阻碍艾滋病防治进展和终结艾滋病的最大障碍:因为它阻止了感染者去接受艾滋病病毒检查、获得抗病毒治疗。歧视艾滋病病毒感染者违反了其最基本人权,同时也违反了国家艾滋病防治条例。
  The United Nations in China calls on everyone to work to end discrimination against and stigmatization of people living with HIV by promoting correct knowledge on HIV and AIDS; quality HIV confidential counseling and testing, treatment, and family and community support.
  联合国驻华系统号召所有人通过促进正确认识艾滋病、高质量并保密的艾滋病病毒咨询检测、治疗以及家庭和社区的支持,以终止对艾滋病病毒感染者的羞辱和歧视。
