  各位来宾,女士们,先生们:
  大家上午好!
  Chairman,
  Distinguished Guests,
  Ladies and Gentlemen,
  很高兴出席纪念中美建交35周年暨中美友好关系主题论坛活动。首先,感谢今天论坛主办方美国华人联合总会和美国周恩来和平研究院长期以来为增进中美相互理解所付出的努力。也感谢国会众议员赵美心、州参议员刘云平、众议员周本立和前劳工部长赵小兰的代表、国会外委会主席罗伊斯的代表以及夏威夷州前众议长、前市长等贵宾,今天与我们一起分享你们的体会。
  I'm very happy to be invited to this forum commemorating the 35th anniversary of diplomatic relations between China and the US.
  Let me first express my appreciation to the American Chinese Federation and the Zhou Enlai Peace Institute for their long-standing efforts to promote mutual understanding between China and the US. Congresswoman Judy Chu, State Senator Ted Lieu, Assembly member Ed Chau, representatives of Congressman Ed Royce and Former Secretary of Labor Elaine Chao, thank you for participating in this event.
  众所周知,周恩来总理主要倡导并提出了和平共处五项原则,其作为中国独立自主和平外交政策的基石,已被写入中国同160多个国家签署的建交联合公报中。正是基于这种独立自主的和平外交政策,中国开始同美国发展关系。而中美关系又是最能体现中国和平外交政策的双边关系,因为这组关系是当今国际社会最重要又最敏感的双边关系、是内涵最丰富又最复杂多变的双边关系、也是最具发展潜力且又最富有挑战的双边关系。
  As we know, Premier Zhou Enlai was instrumental in the initiation of the Five Principles of Peaceful Coexistence, which have served as the cornerstone of China's independent foreign policy of peace and have been written into the communiqués on the establishment of diplomatic relations that China has signed with over 160 countries. It is exactly pursuant to this independent foreign policy of peace that we develop our relations with the US. And nothing illustrates our foreign policy better than our handling of relations with the US, because this relationship is the most important as well as the most sensitive, the most comprehensive as well as the most complex, and the most promising as well as the most challenging.

  Ladies and Gentlemen,
  抚今追昔,我们不能忘记那些为中美建交做出过贡献的人们。1971年3月,在日本名古屋举行的第31届世界乒乓球锦标赛上,美国运动员科恩无意中上了中国国家队的大轿车,“乒乓外交”应运而生。1972年2月,尼克松总统访华,中美关系破冰解冻。时任美国国务卿的基辛格博士在他的大作《论中国》一书中,生动描述了这段历史,以及他本人同周恩来等老一辈中国领导人结下的友谊。书中内容在一定程度上也反映了周恩来总理的远见卓识和政治智慧对中国外交政策以及中美关系的影响。我们知道,尼克松总统出生于南加州橙郡,美国运动员科恩曾在南加州圣塔莫妮卡学院就读,可以说,南加州是孕育中美关系的摇篮。
  We can't celebrate our diplomatic ties without looking at the days when it was non-existent. As early as 1971, a US Ping Pang player went by mistake onto the bus of the Chinese National Ping Pang team in Japan. This led to the so called Ping Pang Diplomacy and the subsequent visit to China in 1972 by President Richard Nixon.
  Dr. Henry Kissinger in his book on China has drawn on his extensive personal experience with the Chinese leaders including Premier Zhou Eenlai. The book, to some extent, reveals how Zhou's vision and wisdom has shaped China's foreign policy and the development of Sino-US relations.
  We know President Nixon is from Orange County. It is no common knowledge that the American Ping Pang player is also from Southern California. So it is fare to say that Southern California is the incubator of Sino-US Diplomatic relationship.
  尼克松总统访华7年后,中国领导人邓小平和卡特总统做出历史性决定,中美关系最终实现正常化。而后,在两国人民的共同努力下,中美关系虽经历风雨却历久弥坚。
  Seven years after President Nixon's China trip, Mr. Deng Xiaoping and President Carter took the historic step to officially normalize relations between our two countries. Since then, thanks to the joint efforts from both sides, China-US relationship has been in good shape, in spite of some twists and turns.
  35年过去了,中美关系发展早已超出所有人的想象。双方签署了一系列合作协议,涵盖政治、经贸、文化、科技等各个领域。每年双方各级官方互访不断,每年两国间双向留学人员达十万人次。中美交流合作渠道不断扩展,目前已建立70余个政府、议会、政党间交流机制。日益升温的地方合作和人文交流为双边关系发展注入了新的动力。中美互为对方第二大贸易伙伴,2013年双边贸易额超过5200亿美元,是两国建交时的200多倍。
  Today our relations have grown beyond anybody's imagination 35 years ago. The two sides have signed dozens of cooperation agreements in political, economic, trade, agricultural, scientific, technological and many other fields. Every year, hundreds of official delegations at various levels are sent to each other country for mutual visits. Every year, some 100,000 Chinese and American students go to study in each other country, showing a clear pattern of two-way traffic.
  China and the United States enjoy expanding channels of exchanges and cooperation. Over 70 cooperation mechanisms have been put in place involving various government departments, legislatures and political party leadership. The thriving local and people-to-people exchanges lend increasing impetus to our bilateral relations.
  We are now each other's 2nd largest trading partners. Bilateral trade exceeded 520 billion US dollars last year, an increase of over 200 times from the beginning of diplomatic relations.
  我到洛杉矶工作一年有余。我高兴地看到,经过多方努力,中国与我驻洛杉矶总领馆领区不仅成为最重要的贸易投资伙伴,而且在文化交流、教育合作等方面也取得重要进展。这其中,南加州是中美经贸合作的排头兵,洛杉矶关税区对华贸易是中美贸易总额的三分之一强。南加州还是中国企业海外投资最集中、中国游客海外游到访最多的地区。
  I have been working in Los Angeles for over a year and I am glad that China and the consular districts of Chinese Consulate General in Los Angeles have become important partners in trade and investment. Significant progress has been made in areas of cultural exchanges and educational cooperation, in which Southern California shoulders the role of spearhead. Trade volume between Customs Territory of Los Angeles and China accounts for over one third of the total Sino-US trade volume. Southern California has become a prime target for Chinese investment and the resort frequented by Chinese tourists.
  现在中美两国均是具有巨大国际影响力的大国,又同是联合国安理会常任理事国,对世界和平与安全负有重大责任。更重要的是,双方在应对气候变化、食品安全、能源安全、疾病防治、消除贫困、打击跨国犯罪、反恐、防扩散等全球性问题上面临共同挑战,更需精诚合作。
  We are both major countries with important influence in world affairs as well as permanent members of the UN Security Council. Together with other countries, we shoulder "primary responsibility for the international peace and security."
  Moreover, we are confronted with so many common challenges. Climate change, food security, energy security, disease prevention, alleviating poverty, combating transnational crimes, counter- terrorism, non-proliferation are all calling for our joint efforts. There are high expectations on the prospect of China and the US working together to address global challenges.
  与此同时,也应看到,中美关系在过去的35年中并非一帆风顺,其间经历过起伏,甚至遇到过困难和挫折。这其中有一些是老问题,特别是台湾问题,这在双边关系中非常重要和敏感。还有因双方社会制度、发展阶段以及历史文化传统不同而导致的结构性矛盾,以及因沟通不畅、利益不一致引发的意见分歧。要保持中美关系持续、健康、稳定发展,就必须妥善处理这些问题和分歧。
  Yet what must be pointed out, however, is that over the past 35 years, China-US relations have never been plain sailing. Our relationship has, in the course of development, gone through ups and downs and run into quite a few difficulties and obstacles. Some of the issues between China and the US have been there for a long time and are of great importance. The most important and sensitive of those is the Taiwan issue. There are also structural issues between our two countries that are results of our different social systems, historical and cultural backgrounds and development levels. We also have disagreements over specific issues due to diverging interests in certain areas or lack of effective communication and coordination. All these issues and disagreements need to be appropriately managed so as to maintain the sustained, sound and steady development of China-US relations.
  女士们,先生们!
  Ladies and gentleman,
  今天,我们正站在新的历史起点上。中国做出了全面深化改革的重大决定,同时,习近平主席和奥巴马总统去年在南加州安纳伯格庄园达成构建中美新型大国关系的重要共识。这绝非偶然,而是两国领导人做出的重大战略抉择。中美分别作为世界上最大的发展中国家和最大的发达国家,应当率先在相互尊重的基础上建立互利双赢的伙伴关系,这样做不仅符合两国人民的共同愿望,也有利于世界和平、稳定和繁荣。我们深知,发展中美新型大国关系非一日之功,需要双方的持久坚持和不懈努力,需要进一步深化和拓展双边合作。
  We are now at a historical crossroads. China has taken a major decision to deepen reform in an all-round way. And this coincided with the decision taken by President Xi Jinping of China and President Obama of the US that our two countries should work together to build a new model of major-country relationship at the Annenberg Estate last year. This is by no means a pure coincidence. This is a strategic choice made by our leaders.
  This new model of major-country relationship is based on the vision that China and the US, being the largest developing country and the most powerful developed country respectively, should take the lead in building such a win-win partnership on the basis of mutual respect. Our commitment to achieve this common objective not only meets the shared aspiration of our two peoples, but also serves peace, stability and prosperity of the world.
  We are fully aware that achieving this goal is no easy job. It requires steadfast commitment and persistent efforts from both sides. We need more than ever to work even harder to deepen and broaden our cooperation.
  我们应从战略高度和长远角度出发,确保中美关系总体沿着正确的方向健康发展。
  We should firmly keep the overall China-US relationship in the right direction from a strategic and long-term perspective.
  我们应继续遵循两国领导人有关建立积极、合作、全面的双边关系的共识,确保中美国关系少走弯路、持续发展。
  We should continue to follow through on the important consensus of our leaders to build a positive, cooperative and comprehensive China-US relationship and see to it that our relationship will have fewer ups and downs and always be kept on an upward trend.
  我们应保持并不断加强双方领导层以及其他各层级的交流互动,充分发挥中美战略与经济对话等机制的引领作用。
  We should work more proactively to wrap out the progress of China-US relations at every stage of development.
  我们应不断开拓创新,开辟中美关系可持续发展的新途径。还应加强双边军事交流与合作,增进相互了解与信任。上周,我到圣迭戈参加欢迎中国海军舰艇编队访美活动。此访是推进两国海军新型关系和谐共进、务实合作的一次具体实践。希望中美两军开展更多友好交流,成为构建中美新型大国关系的重要内涵。
  We should maintain and intensify exchanges at the top and other levels, give full play to the guiding role of such mechanisms as the Strategic and Economic Dialogue.
  We should work more creatively to expand all kinds of new pathways to the sustainable development of China-US cooperation.
  We should strengthen bilateral military cooperation and enhance mutual understanding and trust. Last week, I went to San Diego to attend a welcome ceremony for visiting Chinese Naval Fleet. One major purpose of the visit is to practically push forward the new type China-US navy-to-navy relations characterized by harmony, progress and pragmatic cooperation. I hope that more good-will exchanges alike can be carried out in the future to enrich the new model of major country relationship.
  我们应进一步增强战略沟通,求同存异,尊重彼此核心利益。
  We should be more active in strengthening strategic communication, seek common ground while reserve differences, respect each other's core interests.
  我们应促进地方和民间友好往来,鼓励两国人民增进理解,夯实中美友好的民意基础。
  We should actively encourage our people to further improve mutual understanding so as to build stronger public support for friendly ties between our two countries.
  我相信,在座各位都能在这一进程中发挥积极作用,为两国关系稳定发展筑牢根基。我相信,南加州华人华侨朋友们会继续发挥其独特作用,为中美地方友好合作牵好线,搭好桥。为了这项事业,我们必须全力以赴。衷心感谢大家的努力和付出,我坚信,只要我们携手共进,相向而行,就会在下一个35年收获更加辉煌的成就!
  I believe everyone present today can play a constructive role in building strong foundation for a sound bilateral relationship. I believe overseas Chinese in Southern California can make a unique impression on friendly cooperation between China and the United States. This is a task on which we need to concentrate. Thanks for all your efforts and input. By joining hands together, I am convinced that we will be able to make more remarkable achievements in the next 35 years.
