As part of China’s ongoing campaign to ban lip-synching from ’live’ performances, concert organizers will be required to supervise and keep records of shows with singing and music from Oct. 1.
The move is the latest step to put an end to a practice that has been at the center of some embarrassing fiascoes. At last year’s Beijing Olympics, a young girl who appeared to sing a patriotic song during the opening ceremonies was later found to have been lip-synching to the voice of another girl who had been deemed less suitable for a public appearance. After the lip-synching was discovered, the incident caused widespread outrage at home and abroad, as well as rejoinders that Beijing wasn’t the first to fool Olympic audiences.
Since then, revisions to China’s rules on live performances have banned lip-synching, fake musical performances and other tactics designed to deceive audiences. Under the new rules, the use of pre-recorded songs, music and other methods of substituting another performance for the one seen on stage have been prohibited. Now, more detailed regulations will require event organizers to designate someone to supervise shows to ensure that no last-minute switcheroos take place. The supervisors must also prepare a record of the performance, presumably to provide evidence in the event allegations of lip-synching come up. Failure to comply with the new measures will result in fines of up to 3,000 yuan ($440), according to Xinhua.
Tuo Zuhai, a Ministry of Culture official, told Xinhua that ’the act of lip-synching and faking the playing of a musical instrument is a gross violation of regulations and laws.’
