Before we move to this afternoon’s matchmaking sessions where I expect the real business to begin, as well as some of the afternoon panel seminars, I want to expand a little bit on why I believe promoting Chinese investment in the United States is so important for both of our countries.

The citizens of both of our countries, and indeed the world, have been transfixed this year by our domestic political transitions.  Investors and companies have gone on expanding U.S.-China commercial ties faster than ever before.  We still have a month to go before 2012 ends, but Chinese direct investment in the United States has already set record levels.

Chinese direct investment in the U.S. will exceed $8 billion in 2012, far surpassing the previous highs of over $5 billion in 2010 and 2011.

However, as Morgan Stanley former CEO John Mack told me last week, “that’s peanuts”.  Chinese direct investment abroad could total one to two trillion dollars by 2020, according to a 2011 study by the Asia Society and the Kissinger Institute.  So we’re working hard to get America an even greater share of those investment dollars.

It’s clear from the presentations that we’ve seen today that many Chinese investors already see the great benefits of investing in the world’s largest economy -- America.  For those of you who haven’t yet invested in America but are considering doing so, I want to repeat the overarching theme of this forum.  We welcome you.  America welcomes you.

Why America, though?  Why invest in America?  The United States has a GDP of more than $15 trillion; a population of more than 310 million; and a per capita income of more than $48,000.  America ranks at or near the top of global benchmarks for ease of doing business.  Because of this, in 2011, the United States attracted some $227 billion of foreign direct investment from all around the world -- more than any other single country.  We have Russian companies operating steel mills in America; Brazilian companies operating juice processing plants; German, Japanese, and Korean automobile manufacturing plants in the United States; much of which is then exported to other countries.  We welcome Chinese investment in the United States the same way that we have welcomed companies from other countries around the world.

Last year President Obama reaffirmed America’s commitment to an open investment policy.  “A commitment to treat all investors in a fair and equitable manner under the law, and to encourage all countries to pursue such a policy.  The administration is committed to ensuring that the United States continues to be the most attractive place for businesses to locate, invest, grow and create jobs.”

Let me go over some of the specific benefits that the United States offers Chinese investors.  First, the U.S. labor force.  The work force in the United States is one of the most educated work forces in the world.  According to the Organization for Economic Cooperation and Development, OECD, 41 percent of Americans between the ages of 25 and 64 have completed a level of education beyond high school, which is fourth highest among all developed countries and much higher than the 30 percent average of the OECD countries.

Chinese companies know that in order to be successful they must improve their competitiveness by increasing managerial know-how and expanding the skills of their work force.

The United States is a great place to do this.

Second, access to third markets.  The United States has some of the world’s most advanced and comprehensive free trade agreements from North and South America to the Middle East and Asia.  Investing in the United States gives you the benefits of those trade agreements when you manufacture in the United States and then export to those markets.

Third, education.  Millions of Chinese students can attest that the United States has the world’s best university and college system. Much of the research and development that takes place in our economy originates from those colleges and universities.  And we also have a wide range of community colleges and vocational schools throughout our 50 states that offer training to develop specific skills needed by businesses.

Fourth, energy.  The International Energy Agency released a report last month estimating that due to the ongoing boom in shale gas development, electricity costs in the United States may be as much as 50 percent cheaper than in other developed countries by the end of the decade.  Already natural gas in Asia now costs four times as much as it does in the U.S.  Global oil prices today are three times what they were in the year 2000, making transportation costs across oceans much more expensive.

So the cost savings of manufacturing some products in America for the American market can be an enormous benefit to companies based in the United States.  Not to mention the average American consumer.

Fifth, intellectual property rights.  The United States is the world’s leader in protecting intellectual property rights including patents, trademarks and copyrights.  When I was Secretary of Commerce we processed about a million patent and trademark applications a year, and we did it quickly and efficiently.

Chinese companies can rest assured that their innovations will be protected by our fair, transparent and reliable legal system.  It’s built on what we call a David vs. Goliath principle, which allows even the little guy to take on the big guys with confidence.

Which brings me to the sixth and final benefit, the U.S. regulatory system.  I’ve been told that the strong regulatory environment in the United States is intimidating to many foreign investors.  However, as companies from other major economies such as Japan and Korea have learned, the U.S. regulatory environment offers many benefits to foreign investors.  Clear rules, ensuring a level playing field for all competitors, and ensuring that requirements for health, safety and the environment are met.

Some of you might be asking why attracting Chinese investment is one of my top priorities as U.S. Ambassador.  Why have the leading economic and business development representatives from half of our 50 states come here to Beijing to meet with you personally to advertise these opportunities in America?  The answer is simple.  We believe Chinese investment in the United States offers win/win opportunities for both of our countries.

China’s dazzling economic growth over the past ten years has made its economy a world leader.  The strong and dynamic Chinese companies represented here today will go global more and more, to grow and prosper.

It’s natural for your successful companies to look beyond home to expand, to take advantage of large consumer markets abroad, to develop international work forces, and to set up new facilities for innovation and research and development.  By being closer to your markets you reduce your costs.

With the United States, inbound investment is vital to our economic growth and our ability to create diverse and satisfying jobs.

The Chairman of CNOOC, Chairman Wang, told me two months ago that CNOOC’s investment in Chesapeake Energy in America will someday employ as much as 20,000 Americans.  And according to one research firm, Chinese companies in America already employ over 27,000 Americans and have the potential to employ 200,000 Americans by the year 2020.  These figures don’t even include the additional indirect job growth for companies that supply equipment or provide services to Chinese firms in the United States.

As you’ve heard from the companies that have spoken to you today, there is a long and growing list of successful Chinese investments in the United States over the last several years.  These investments range from small enterprises to large, including Dalian Wanda’s Group’s recent multi-billion dollar acquisition of the AMC theater chain as well as major investments by companies like Tianjin Pipe, Sun Tech, Golden Dragon Precise Copper, and even state-owned enterprises like CNOOC, SINOPEC, and AVIC.

We know that many Chinese companies are concerned that their investments might be blocked by the United States government, or they believe that all Chinese investment in the United States requires U.S. government approval.  Let me address those concerns.

First, CFIUS, the Committee on Foreign Investment in the U.S., reviews proposed investment projects that may result in foreign control of a U.S. business, essentially mergers and acquisitions.  It does not review, for example, greenfield investments or start-up investment projects, or purely passive minority interests.

The vast majority of foreign investments from all countries including China do not raise national security issues.  CFIUS operates under strict deadlines imposed by the United States Congress, and investors are promptly notified of any decisions.

Finally, I want to stress that CFIUS applies the same rules to all companies seeking to invest in the United States regardless of which countries the companies are headquartered in, regardless of the sectors, and regardless of whether the company is private or state owned.

From 2009 to 2011, out of the thousands and thousands of inbound investments into the United States, roughly over $200 billion a year, CFIUS reviewed 269 transactions from around the world.  Let me repeat that.  Out of the thousands and thousands of inbound investment transactions between the year 2009 and 2011 the U.S. government or CFIUS reviewed only 269 transactions from around the world.  Of these 269 transactions reviewed, only 20 or 7 percent, involved Chinese companies.

So the message is clear -- CFIUS affects only a minute fraction of all foreign direct investment into the United States and Chinese companies are even a smaller fraction of all those cases.

One more critical component of increased investment to America is ease of travel between our two countries.  So as Ambassador I’ve made streamlining our visa processes a top priority since I arrived in August 2011.  I’m happy to announce that our embassy in Beijing and our consulates throughout China have issued more than a million visas so far this year for travel to America.  That’s more than 35 percent than the previous year and a doubling of the number of visas that we issued two years ago.  We’ve been able to do all of this while keeping the wait times down for scheduling appointments for visa interviews.

Since I’ve been Ambassador the average wait time each month to schedule a visa interview has been five days.  But right now, if you call our Embassy in Beijing or any of our Consulates throughout China to schedule a visa interview, you only have to wait two days.

This compares to a wait time of 100 days two summers ago in Beijing or more than 70 days in Shanghai during the summer of 2010.

Under new rules you have up to four years after your visa expires before you need to come in for a new interview.  If it’s been less than four years since your visa expired, all you have to do is drop it off in the mail or drop it off at a Citic Bank to renew your visa.

Thanks to the great efforts of our consular staff and our managers throughout China these significant changes will make it much easier and more convenient to obtain a visa to travel to the United States on business, for tourism, or for studying.

In conclusion, let me say that all of our states, cities and territories welcome your interest in investing in America. I’m very pleased that we’ve been able to introduce you to representatives from 24 of those states today, with specific opportunities to invest in.

Each of our 50 states is different. Each state has different incentives, tax structures, and regulatory systems.  But the key to successful investment in America as mentioned by our three chairman from very successful Chinese companies this morning, is taking advantage of the expert advice provided by law firms, accounting firms, investment banks, PR firms, and management consultants, what we call service providers.  They can simplify matters and can help you avoid difficulties.  They can save you time and money and actually ensure a greater success.
