　　Address at the Joint Conference of Confucius Institutes in Africa by Amb.TIAN XuejunStellenbosch11 September， 2012

　　很高兴出席2012年非洲地区孔子学院联席大会。孔子曰，有朋自远方来，不亦乐乎！

　　It's my great pleasure to attend the joint conference of Confucius Institutes in Africa. As we have today in the audience many outstanding figures， both old and young， I wish to quote what Confucius said， that "when you have friends coming from afar， isn't that a great pleasure"！

　　今天，群贤毕至，少长咸集，来自国内和非洲各国从事和支持汉语教学与推广工作的领导、老师们齐聚一堂，共同见证孔子学院在非洲的发展壮大，共同为非洲地区孔子学院未来的发展规划蓝图、出谋划策。在这里，请允许我代表中国驻南非使馆，对此次会议的举办致以热烈的祝贺，对远道而来的中国和非洲教育界的各位领导、老师和朋友，表示热烈的欢迎！欢迎大家来到美丽的南非！

　　All the officials， teachers and friends gather here have long been committed to Chinese language teaching and promotion in China and African countries and you are all witnesses of the success of Confucius Institutes in Africa. Today， we come to draw the blueprint for future development of Confucius Institutes in this Continent. Please allow me to express， on behalf of the Chinese Embassy， our heartfelt congratulations on the opening of this conference， and our warmest welcome to everyone of you， officials， teachers and friends from afar. Welcome to the beautiful country of South Africa！

　　昨天是9月10日，中国的教师节。教师是一个崇高的职业，尊师重教是我们中华民族的传统美德。在中国，孩子们被视为花园中的鲜花，而老师则是培养鲜花的园丁。让我们一道，向在座非洲和中国的园丁们致以节日的祝贺和崇高的敬意！

　　Yesterday we celebrated the Teachers Day in China. Teacher is a noble profession， and it is a traditional Chinese virtue that we respect teachers and pay special attention to education. In China， children are regarded as flowers in the garden and teachers are the gardeners that look after the flowers. Therefore， I suggest that， we pay our highest tribute and respects to all the "gardeners" from both China and Africa， and wish them a happy Teachers Day！

　　在这里还要特别感谢远道而来的许琳主任、朱崇实校长、高玉葆校长及各位朋友，向大家多年来为推广汉语教学、传播中国文化所作辛勤努力表示衷心的感谢！

　　My special thanks also goes to Director General Xu Lin， President Zhu Chongshi and President Gao Yubao and all the friends that have travelled a long distance to the conference. Thank you for your long time commitment to the promotion of Chinese language and culture. Thank you for all that you have done！

　　此次会议的主办方斯坦陵布什大学为会议的举办作了精心、周到的安排。借此机会，我谨代表中国驻南非使馆再次向你们表示感谢。

　　The University of Stellenbosch， as the host， has made careful and thoughtful arrangements for this Conference. On behalf of the Chinese Embassy， I wish to show our appreciation to you once again.

　　孔子曰，仁者乐山，智者乐水。相信在这山清水秀的地方，大家将为孔子学院的发展贡献出更多、更好的思想和思路。

　　"Man of virtue loves mountains， and man of wisdom loves waters." That's what Confucius believed. And therefore I believe the picturesque mountains and waters in Stellenbosch will inspired every one of us so that we can contribute more to the development of Confucius Institutes.

　　女士们，先生们，

　　Ladies and Gentlemen，

　　国之交在于民相亲。中国与非洲虽然相距遥远，但中非人民的交往源远流长，中非人民的友谊历久弥坚。新中国成立以来，中非关系取得了长足发展。特别是2000年中非合作论坛成立后，中非关系迅速提升，政治互信不断增强，经贸合作成果斐然，人文交流蓬勃发展。今年7月，中非合作论坛第五届部长级会议在北京成功召开，胡锦涛主席宣布了五项对非工作的新举措。我相信，在双方的共同努力下，中非友好合作将不断迈上新的台阶。

　　Amity between people holds the key to sound relations between states. Although geographically far apart， China and Africa enjoy a long history of exchange， and the friendship between our two peoples are becoming ever more vibrant with the change of the times. Ever since the founding of the People's Republic of China in 1949， China-Africa relationship has witnessed remarkable progress. The establishment of the Forum on China-Africa Cooperation in 2000 has， in particular， injected new impetus into China-Africa relations. Now we are enjoying enhanced political mutual trust， fruitful economic cooperation and dynamic cultural and people-to-people exchanges. This July， the fifth FOCAC Ministerial Conference held in Beijing was another major success. During that conference， President Hu Jintao announced five new policy measures boosting China-Africa relationship. I believe under our joint effort， the friendly cooperation between China and Africa will reach a new high.

　　新形势下，中非双方不断探索交流与合作的新方式、新领域，中非友谊之花开遍非洲大地，越来越多的中非人民成为双方合作成果的直接体验者、受益者和推动者。这其中，中非文化交流与合作无疑是深化中非新型战略伙伴关系的重要一环，而孔子学院在这一过程中则扮演着重要的角色。

　　Given the new situation of the times， China and Africa are now exploring fresh ideas and new areas of cooperation. The fruits of China-Africa friendship have now spread across the continent， bringing real benefits to our people， and in turn， making our people the advocates of such cooperation. Among all kinds of cooperation， cultural exchanges indeed hold the key to the deepening of the new type of strategic partnership between China and Africa. The operation of Confucius Institutes， as part of the process， has played a vital role.

　　自2005年非洲第一家孔子学院落户肯尼亚以来，孔子学院在非洲已走过七年的风雨历程。七年来，非洲孔子学院迅速发展壮大，为促进汉语言文化在非洲的传播和推广，为深化中非友谊、促进中非合作发挥了重要作用。

　　In 2005， the first Confucius Institute in Africa was set up in Kenya. Seven years after that， our hard work has yielded fruitful results. Confucius Institutes have established their strong presence in Africa and have played an important role in promoting Chinese language and culture， deepening friendship and boosting cooperation.

　　南非目前已有三家孔子学院，一家孔子课堂，是非洲大陆孔子学院最多的国家。但这还远远不够，我来南非后很多南非朋友强烈要求我推动在南设立更多的孔子学院，以满足当地民众要求学习汉语和了解中国文化的需求。可以说，孔子学院已成为非洲人民学习汉语和中华文化的园地，成为非洲人民认识中国、了解中国的窗口，成为深化中国人民与非洲人民友谊与合作的桥梁。

　　With three Confucius Institutes and one Confucius Classroom， South Africa now has the largest amount of Confucius Institutes in the Continent. But this is far from enough. After I came here， many South African friends have told me that they are looking forward to more Confucius Institutes for those local people who wish to learn Chinese language and culture. I think it's fair to say that Confucius Institutes are now more than a place for African people to know Chinese language and culture. It's a window of China and a bridge of friendship and cooperation.

　　女士们，先生们，

　　Ladies and Gentlemen，

　　语言是文化的载体和交流的工具，更是加强不同国家和人民之间交流与合作、加深理解与友谊的桥梁和纽带。在此，我想借孔子学院英文名称（Confucius Institute）的头两个字母，C和I，来谈谈我对孔子学院未来发展的两点想法。

　　Language is the vehicle of culture and the tool of exchange. It is also the bridge that links different countries and people together， a bond that strengthens mutual understanding and friendship. I have been thinking about the future development of Confucius Institutes， and I wish to share my thoughts with you by offering another interpretation of the abbreviation the "Confucius Institute"， the letter "C" and the letter "I".

　　首先，C代表CHINA。孔子学院是中国的“文化名片”。孔子学院应继续坚持和发扬中国特色，打造“中国品牌”，在传授中国语言的同时，积极传播丰富、优秀的中华文化，将一个全面、立体、饱满的中国形象展示给世界，同时也向世界展示中华民族和中国人民爱好和平、勤劳智慧、开放文明的良好形象。

　　The letter "C" stands for China. Confucius Institutes have become the cultural "business card" of China and should carry forward its Chinese characteristics and try to make itself the "Brand of China". Therefore， while continuing with Chinese language teaching， our Confucius Institutes should actively promote Chinese culture so as to present a comprehensive， dynamic and vivid picture of China to the whole world， at the same time， showcase the image of the Chinese nation and people as open， peace-loving and hardworking.

　　其次，I代表INTERNATIONAL。希望孔子学院在坚持中国特色的基础上，放眼全球，海纳百川，积极吸收其他国家独特的文化传统，借鉴国际上先进的教学理念，遵循孔子因材施教的方法，将东方与西方、传统与现代更好地结合起来，培养出更多了解中国、喜欢中国文化、愿意传承中非友谊的友好使者。

　　The letter "I" stands for international. I hope our Confucius Institutes can take the global picture into mind and learn from other civilizations. We should learn from the advanced teaching ideas from other countries， and at the same time， follow Confucius way of teaching by offering "tailored courses" to students of different characteristics. By striking a balance between the East and the West， the traditional and the modern， we will be able to give birth to more "messengers of friendship" who know China， enjoy Chinese culture and are willing to carry forward China-Africa friendship.

　　最后，真诚希望孔子学院越办越好，道路越走越宽、越走越远。中国驻南非使馆将尽最大努力，为孔子学院在南非乃至非洲的发展提供更多的支持，进一步推动中国文化走进非洲，为增进中非人民之间的了解与友谊作出应有贡献。

　　In conclusion， I wish the Confucius Institutes an ever more bright and successful future！ The Chinese Embassy will do our utmost in support of the development of Confucius Institutes in South Africa and cross the continent， further promote Chinese culture in Africa and contribute to the mutual understanding and friendship between our two peoples！
